Authorization to work in New York, Amsterdam, or Paris

Desired technical skills:

C#/.NET, up to 4.5.2
ASP.NET MVC and/or WinForms/WPF
Mastery of core programming concepts
WCF/SOA
Data-driven architecture (preferred)
SQL Server/TSQL
